TV doesn't work

I have a Welltech 40621 television that does not come on when I press the on/off button. It developed a line whistle in February last year that was easily cured by the engineer who attended and this was done under guarantee. I bought it in December 2006 with a three year guarantee and the retailer has said they cannot repair or replace it now and offered me half what I originally paid. Does this seem reasonable and is there anything simple I can do before either trying for a better deal or taking their offer?...
